Actually, all you should need to do is add the following setting within the node of your config file:

<!-- Specifies the primary key of the default application language
(for localization purposes). Only used when LocalizeApp="true"
-->
<add key="DefaultLanguage" value="1" />

As long as you are not localizing your application, you should not need to add the localization tables to your database.
