I'm not exactly sure what is happening in your report. Based on your explanation, I don't see any reason why it would do this. So I can't say that it is a "bug", which means I can't say that it is any different in VFP 9.
I guess I'd have to look at the report and run it with some data to see what you are experiencing. If you can zip up the report and a small set of data that reproduces the problem, I'll look at it.
