I don't think there is a 'best' way to do this. If you want to directly talk to the VFP data from your app, you would have to allow r/w to the directory, and I don't think you want to do that.
If this is your webserver, or you can install an app that can talk to your data, then you could use a webservice, or just create your own method of getting data to and from the server.
If this is a server that can be accessed via a vpn connection, that might be the best way to get to it. This would really require nothing but the vpn connection - and you could do whatever you want to access the data - since it's just a computer-server connection.
