Eureka! This solution is going to sound even stranger than my original post but here it is.

When I dropped the control on the form, I thought I had set the Top and left to 0. In reality, the Top was set to -1. This is the source of the problem. For some reason, when the Top or Left are negative, the video portion of the clip does not display. This has proven reproduceableant time the Top and/or Left is set to a negative number.
