In order to use the picture in a application, it has to be a physical picture (or for a control it can be stored in a general field). But you need to "pass it" through a memo field.
I would suggest you:
1. Compile it into your exe.
2. On the startup of you application you create a cursor with a general field.
3. For the general field, you then extract the picture (VFP will find it) into an actual picture file.
4. On shutdown you can delete the picture file if needed.
