Create a report variable called "rnLineCounter", set the calculate option to COUNT, and change the RESET AT value to END OF PAGE.

Create a data group with the following expression: INT(rnLineCounter/10)

Next, change the height of the Data Group Footer band to the amount of white space you want between each set of 10 records.
