Whatever question dealing with general issues should be in the most appropriate category (like Report writer, COM, Menus, etc).

The VFP 7, VFP 8, and VFP 9 categories are for issues specifically related to those versions. There are a lot of people who are still upgrading to VFP 7, for example, and have spcific questions about this version. Of course, these categories usage keeps going down every time a new version is released, but as you can see, VFP 8 category is still quite active.
