You can use Network Policies and OS policies to step users from changing these settings. Talk to your IT folks who should know how to do it. If they don't fire them all and hire some that know how to set corporate policies. :)

You might also want to enable remote desktop on these PC's so you can fixem from your desk. (Assuming they are XP's.) If not, you should install VNC on them.
