It sounds to me like the VFP 9 requirements will be similar to VFP 8:
The runtime is supported on Windows 98 and above, not on Windows NT or 95. Word on the street is that VFP 8 apps may run on NT, but not 95. Also, I'm pretty sure that a GDI+ merge module is included with VFP 8, so I would expect the same for 9.
