Please refer to Thread ID: 928561

1. Install localization files.
2. add [add key="DefaultLanguage" value="1"/] to the web.config file
3. Make sure the [add key="MessageDatabaseKey" value="db"/] points to a valid database

I realize the items discussed in Thread ID 928561 does not mention the problem you show here, but it did fix it on my machine; and I had the same problem you mention here.
