I have the same issue as you using VFP 8 and ISX version 3.5 and with WinXP. The all users option being referred to earlier is on the "Customer Information" dialog form in ISX. Set this option to 'Yes' in ISX for it to be displayed as an option during install and then you can choose 'All Users' that way.

As far as the inabilty to update the resource file is concerned, I changed the user to have more rights only as a temporary fix. I am still searching for this answer as well. I'll keep on searching as well as watching this thread for the right answer.
