Is there a way using either javascript or vbscript to create a HTML webform and capture inputted data from a user into a .CSV file?

We have users that want to capture data in a webform that they create and maintain. They don't need to validate data, or need a database, they just want to capture information into a text file.

Is there examples of doing this?
