There's really no generic comparison to be made - if the AS400 app works, and works well, what is there to argue about in favor of a VFP solution? Either you drive a Ford or a Chevy - if they both get you from point A to point B safely (and efficiently), who is to say one is better than the other?
Having one platform could be a good thing... and if this company wants to work on the IBM platform, you are not going to change it. Also, it will likely be a waste of time to try - your resources/efforts might bear more fruit if you go after a client that is open to your development platform instead of trying to change one. You can spend weeks/months/years trying to change this guy - or close the book on him and move to the next opportunity.
Another thing to consider is - what if you do manage to get in the door? - then you have to constantly fight this guy to get anything done.
