Recently, when launching programs from the desktop, we've been experiencing the following behaviour:
The hourglass will show for a moment, and then disappear, and the program will not start. This happens on a variety of programs. Ctrl-Alt-Delete will bring up the Task Mgr (this is XP) sometimes, and then the errant program will sometimes start.
What I've noticed as well is that this behaviour does not happen if IE or MSN Explorer have not been loaded first. So without these 2 programs the others start fine. But once they are started this behaviour begins. This has been happening on a number of systems in the office Win98 and xp and I just checked and my brother is experiencing the same behaviour. I think that one thing we all have in common is the IE security patch of 2 weeks ago.

Don't know if this is the right place to put this, but I wanted to check whether anyone else is experiencing this.
