I don't know if this still holds true for 5, but in previous versions there was a SET FOXPROCFG TO C:\MYDIR or whatever. Perhaps you've got something like that?
If not, try putting ANY config.fpw into the start-up directory, then starting VFP, then if you don't get the message, deleting the config.fpw file. Perhaps some setting will get "jogged" if you give it what it wants first, then take it away.
