The install/reinstall can be done from add/remove programs, also remember that you might have to unstall IE patches first and then go into windows components and remove from there. When i was in localisation we used localised versions of IE to check things. so i would have an english windows install with a french IE to check for a few bugs before i sent it to testing (the engineers always did a quick check before we sent it away). However there were a couple of instances where we had to use language install of windows, say french, and also french IE to test with. This was rare but always solved our problems.
