I don't see this behaviour in the simple case. Just a form with a three button optiongroup, 'Thisform.optiongroup1.option2.setfocus()' in the Form.Init(). The form event sequence is still Init/Activate/GotFocus (and the Option2.GotFocus fires after the form.gotfocus()).
