1. what installation program are you using ?
2. are you using msm files for the runtimes, or the 'actual files' themselves?
3. usually there will be a file list generated of 'what is gathered' for the installation - what does that file list look like, and do you notice anything missing?
4. what is the security settings for the os on the machine you are using to test your installation ?
