Jill,

It would appear to me that you have just not included the VFP runtime library in the Installshield build. The reason the utility might work on a workstation is that you have installed another app on it that installed the runtime libraries previously and you have never installed a VFP app on the Win 2003 Server.

Check the documentation that will let you know exactly what libraries to include. And even if you don't choose the 'Install for all users' option when installing, the program will still be installed. This only limits what users get the program group and icons for running.
