I wrote 2 articles on this in the May and June 2002 issues of FoxPro Advisor. I used Satellite Forms to develop the Palm app which interfaces with my VFP app during the HotSync operation through an ActiveX control. Satellite Forms, IMO, has become way too expensive unless you can really justify its cost.

There is another dev tool which can be found at http://www.caslsoft.com however I have never tried that one.
