According to http://msdn.microsoft.com/library/default.asp?url=/library/en-us/vsdebug/html/vxtskaspscriptdebugging.asp "On a machine running Windows Server 2003, the default ASP worker process is w3wp.exe. The w3wp.exe process normally runs under the NETWORK SERVICE account but can be configured to run under SYSTEM SERVICE or a user account". What account ASP actualy runs under on your Win2K3 server?

Even if you give full access to the IUSR and IWAM identities, it won't work.
