The job market is not as good as it was 3-4 years ago. The demand for .NET however is good. The salaries are below average if I compare with the rest of Canada and the US. The cost of living is lower however. His experience from a different environment/country should not matter, the employers look mainly for competence. Bilingal (french/english) is preferable.
