While in some computers, it display the dialog box but our predefined email message is not shown. Any idea what is causing it? Any work-around for fixing it?

Not knowing your email client configuration is not possible to give you detailed advice.
This seems to be problem related to incompatibility of API between:

1. Microsoft Outlook (part of MS Office)
-and-
2. Outlook Express (shipped with Internet Explorer)

Verify what is your default email client and what is its version.
To check just use a simple approach as
1. click on Start button on Windows TaskBar->Choose Run from start menu
2. In poped-up dialog box type (copy-paste):
mailto:zlatin_zlatev@hotmail.com?subject=Universal%20Thread&body=Help
and press Enter
3. A message compose window would appear. Choose Help-About and you would be able to identify program and its version that is default email client.
