Fox5 and VB5 are comparable front-ends. SQL Server 6.5 is a far superior and robust RDBMS to Fox, although it's a moot point because either Fox or VB can talk to SQL Server. On the other hand, what is your user base? If it's relatively small to moderate then you're better off using a Fox system as Fox database access speed is far superior to VB and SQL Server.
