It's not all that hard to create HPGL. HP has some pretty decent developer references available for it.
I did a lot of creating HPGL/2 output from FoxPro. You just build your strings and use ??? to send them to the engraver (assuming it's connected as a printer to the PC). Otherwise you can output the commands to a file and then ship the file to the engraver.
