I think you can even save as a comma-delimited file, with XLS extension.
The main issue with the DBF format in general is that it uses a DOS codepage, not a Windows codepage. This will cause problems for non-English languages, which have lots of diacritical marks. I am not sure whether this will be any better with a comma-delimited file, but it may be worth a try.
