They may be confusing "web enabled" with "web page" ... if you have a regular windows rich-client UI (be it in VFP or .NET), but retrieve your data from a web server via Web Services, your app can be considered "web enabled". Maybe this is all they need to be convinced that they are indeed using the web and their intranet to access their data.
