If you want vertical lines from the top of the page to the bottom of the page, place the starting points of the vertical lines in the page header and the ending points in the page footer, and place a horizontal line in the lower area of the detail band and set its position relative to the bottom of the band.

If you only want a grid look for the data that ends with the last detail record, you can set a horizontal line at the bottom of the page header, and set vertical lines in the detail band set to stretch with the detail band, with a horozintal line at the bottom of the detail band.
