This is about incoming files and not about outgoing. The problem is when I create a new email and want to attach a zip file. It doesn't want to show it in my list of files that I can select to attach. I even tried to fake the file to Something.jpg for example. That made it appear in the list as the filter is *.*. So, I selected the file and Outlook refused to attach it.
