I see that you are creating this application for the U.S. Army. I have numerous VFP applications in use by the U.S. Army (I wrote the non-appropriated fund profit sharing apps, the pcanywhere scripts for their non-appropriated time card submission to Texas, the Technical Services Work Order App, as you may remember the DCA Forms App in FormFlow, and others). They have a zip code database you can use for your verification purposes. When the user enters a valid zipcode you can then populate the city and state automatically for them. You should be able to get it provided to you on a regular basis (it is updated periodically).
