.tbk file is a backup of the memo file...don't think it is part of the 2 gb limitation (it certainly is limited to 2gb by itself).

That doesn't look like you have 1.5 gb. You meant memo, not menu, right?
The limitation is 2 gb for the .dbf file, and 2 gb for the .fpt file. They are separate limitations. If you need to keep the deleted records, from what you have just said packing won't gain you much. And it may not be necessary. However, I'd be more inclinded to put the deleted records in an archive table, with a real field containing a flag indicating they were deleted out of the main table.
