I just love the way MS leaves it to the reader to 'define' terms they invent in their writings. I guess it easily lets them off the hook when someone has a problem.

For what it's worth I would guess that "outbound connections" are connections TO other machines for file, print, named pipe, or mail slot session.
In other words, only 10 connections are available on your machine but you can connect to as many as you need/want.
