Clarification: MS Word HAS a development language (basically a form of VBA/WordBasic).
Sure, Word is an end-user tool, but it also has a language to automate certain tasks. I recently saw a custom VBA script/macro that scanned a document for certain anomalies. I've seen different projects that built complex contract documents with nothing but word macros.
Is it a general-purpose tool like VFP/.NET that can do many different things? Of course not. The platform is very different. But that doesn't mean the language isn't a "development language". It has a specific syntax designed to automate tasks.
