If it takes you 2000 manhours to develop VFP and 4000 manhours to develop VB, use VFP. If it takes you 2000 manhours to develop VFP and 2000 manhours to develp VB , use VB.

If you have 4000 hours available and it takes you 2000 hours to develop VFP and 2000 hours to develop VB, develop prototype in VFP then convert to VB.
