William,
everything depends on what level of traffic you expect. the more of everything, disk space, memory, faster processor etc the better as with all machines. its a great learning experience setting up and running a web server. for me i would choose w2k3 as it is newer than w2k. if you need flexability then manage and host it yourself, then you can mess around with it to your hearts content. the only suggestion i would have while you are setting it up and getting used to its configuration is make sure that you have regular backups and make sure that you can connect to the internet from outside this machine in case you need to look something up on the net to fix it while its down. spec might be
2 fast hard drives, mirrored, 40gb would be plenty
512mb ram min but i would be inclined to got for 1gb
windows 2003 server with iis.
you can also go apache but it has been a few years since i have gone near it but i am sure that someone here could point out a few things about it.
