We just recently experienced this exact error when our app was recently installed in a Citrix environment, and I was baffled.

After a while, I figured out what it was - their PATH environment variable didn't have a semicolon separating two directories within the path (e.g. C:\Path1C:\Path2 should have been C:\Path1;C:\Path2).

Most likely there is an invalid directory specified somewhere in the user's (or system's) path.
