Maybe you could come up with abbreviated column headings and put the full heading in the page footer or summary band. For example:

>The page has to remain standard portrait and the text size cannot go below 9. I think it looks crappy when the column header start wrapping. Unfortunately the header text could, though rarely would be, 250 characters in length. Can anyone think of a good layout design for this? I haven't come up with anything that doesn't just look like another flavor of crappy.
