If you have Internet access and you're running Windows NT or higher, you can use the NET TIME command with the SNTP option, and thereby set your computer's time using the NTP server of your choice.

I like to use the U.S. Naval Observatory's NTP time servers, aptly named "tick" and "tock". From a Windows Command window (CMD.EXE):
NET TIME /setsntp:tick.usno.navy.mil
NET TIME /setsntp:tock.usno.navy.mil
