There is no built-in report designer in .NET.

VS.NET comes with Crystal and it integrates in the VS.NET IDE but it's still a third party tool. Microsoft could have chosen other third party tool to bundle with VS.NET.

There are several other third party reporting tool for .NET. I am not very familiar with them, but there might even be a R&R for .NET.
