Go into the properties for your NIC. See if "File and Printer Sharing for Microsoft Networks" is checked. If so, uncheck that and reboot.
If that wasn't checked or if it's still slow after unchecking it, disable the network connect and then enable it. See if the problem is on boot only or if it's slow everytime it connects to your ISP. It may ultimately be a problem with the authentication process.
