Correct, EvaluateContents isn't triggered for labels.

If you want to change the font characteristics, you can do this by changing the associated records to Expressions, as Sergey told you.

But if you only need to change the text, you're best off doing this in Render -- better performance not to use EvaluateContents if you don't really need it. And this is true even though you have to STRCONV() back and forth from Unicode when working in Render <s>.
