I wonder if you possibly have a "sticky" Alt key.

Have you tried switching keyboards from another system.

I had some weird keyboard behaviour that coincidentally started right after I installed some software (I think it was Office 2003) and re-booted and blamed that for the weirdness. Turned out it was a deceased (well, lst gasp) keyboard.
