Back when DevCon was announced, I attempted to gather together our group and "pool" our room nights for a good deal at a Strip hotel, complete with shuttle buses to and from the Marriott.
Only three people responded positively. I've since had one other inquiry.
If you don't mind staying just slightly off-strip, the Orleans is an inexpensive locals casino that remodeled all their rooms a couple of years ago. Their rooms go for about USD$35 a night. Free parking is provided at most casinos (I don't know about all the downtown spots, but I believe they do so as well). If we want to be on-strip, I think I can still get us USD$59 to USD$69 a night (this would probably be at NY/NY or the Mandalay Bay).
I'm willing to re-open the room pooling option if we have enough interest, regardless of whether those interested are actually attending DevCon or not.
