I have moved the refresh down after the End Transaction. Just didnt seem like the right place to have the refresh. Further investigation of the error log, on 1 site had showed a "Invalid Seek Offset Error" on the actual line of code that calls the 'BEGIN TRANSACTION'. It may be a network connection problem.
