I disagree with this Sylvain. If this were the requirement before any idea, complaint, or political action were taken then little change would occur in the world. Over history, the people of nations with leaders of questionable ethics have strived to help the people in other nations suffering from the abuse and mistreatment of their government. The entire nation is not responsible for the election of any one government official. As you may recall, Bush won our election but he did not receive the popular vote.
