I have only limited experience myself in using the report designer, but don't think that's the right tool for most end users (or at least in my case). I have used Foxfire with 2 applications. It has worked just fine. You may have to spend some time with the setup. The prices and distribution limits maked it a lot cheaper for us. We looked into Crystal Reports but the user license fee was too expensive. Also many of our users did not have Access so the cost was again too high.
