Indeed, the XCOPY command doesn't seem to include a switch to do this. You may need to search for an alternative tool.
One option might be a compression program: those normally have the options to preserve the original date/time.
Note that you don't need to compress; you can just "store". But the fact that you have to archive and then un-archive is an additional step which will make it slower.
Perhaps you can find another program, that includes this option. Might be worthwhile to look in
www.download.com, or
www.tucows.com.
