What I did in VFP3 was to use the main VFP screen as my form outline. What you do is make the screen the same size as the form to 'wrap' the form up in the screen. Remove the form buttons and captions and use the _screen for this instead. If you would like, I could extract the code from my form subclass for you - let me know.
