if you want to run an app all you need to do is have the runtime files in the app folder and they should work.
if you right click on any folder and go to properties and click on the security tab you will see user rights there. click on the users/user groups that you don't want to delete files and remove right leaving them with read rights only if you can, if they need more rights then add them in one at a time leaving them with the bare minimum, remembering to leave yourself or admin with full rights.
