Welcome Jeff,
There is no 100% security if you don't include OS' security, firewall etc. Either VFP tables or some other back end as long as a user can physically reach files it's not 100% secure.

However if you just mean to prevent a user from browsing or opening from say excel then you can do it via dbc events. It'd be a simple protection (not keeeping users physically away).
